MEMORANDUM

TO: Michael Farrell, Safety and Health Coordinator Law Department, 100 Church Street, Room 5-104

FROM: Alexander Potiyevsky, Occupational Safety and Health Specialist Citywide Office of Occupational Safety and Health (COSH)

DATE: August 29, 2000

SUBJECT: Indoor Air Quality Evaluation Law Department 100 Church Street, NY NY

On March 15, 2000 in response to your request, Courtney Nicholls, COSH’s Occupational Safety and Health Specialist conducted an Indoor Air Quality (lAQ) survey at the above mentioned site. The request was prompted by employees concerns that an air quality in some cubicles was inadequate. At that time he met with you and with the building engineer.

Mr. Nicholls measured several environmental parameters in areas of concern. All parameters monitored were in the normal range. Carbon dioxide levels were measured twice, first when the building engineer closed the outdoor damper completely (720 parts per million), and then when the damper was set to its normal position, 30% opened (600 ppm). Both times levels were below the ASHRAE recommended maximum of 1000 ppm (ASHRAE Standard 62- 1989 "Ventilation for Acceptable Indoor Air Quality.") Human occupants produce CO2 as a component of exhaled breath, and its concentration is widely used as an indicator of adequate/inadequate ventilation. Based on conducted measurements ventilation in offices was adequate. The temperature and relative humidity levels were also within the ASHRAE guidelines.
