Re: Additional Assessment of Fourth Floor Server Roor 100 Church Street, New York, New York TRC Project # 35052-0000-00019

Dear Mr Johnson:

Per your request, TRC Engineers, Inc. (TRC) performed additional sampling and evaluation of environmental conditions within the New York City Law Department (NYCLD) Server Room located on the d'** floor at 100 Church Street. The intent of the additional assessment was to collect surface dust samples in the Server room to compare to the results presented in the RJLee Group, Inc. (RJL) report dated Jime 27, 2003, and to collect air samples in the space. Nazar Agahan of TRC performed sampling on July 17, 2003. Samples were hand delivered to EMSL Analytical, Inc. (EMSL) an independent New York State ELAP accredited laboratory (Number 11506)* for analysis.

Asbestos Air Sampling: Two (2) asbestos area air samples were collected in the server room located on the .4* floor. These samples were collected under normal occupied conditions with two (2) 36-inch diameter industrial fans operating during the sampling period. Results of asbestos area air samples are presented in Attachment 1. Area air samples were analysed by. Transmission Electron Microscopy (TEM) following EPA 40 CFR Part 763 Final Rule (AHERA) Method.

Both samples taken in the 4''' server room were found to be below the analytical detection limit of the method (i.e. none detected).

Asbestos Surface Dust Sampling: Six (6) surface dust samples were collected from various areas of the server room following American Society for Testing and Materials (ASTM) Test Method D5755-95 Microvacuum Sampling and Indirect Analysis (Filter Sample Analysis) of Dust by Transmission Electron Microscopy (TEM) for Asbestos Structure Number Concentration. These included samples taken from the 12x12 grey floor tile, top of light fixture, top of computer, top of table, top of ventilation supply duct and from the top of drop in ceiling tiles. All samples were sent to EMSL for TEM analysis.

The sample results, presented in Attachment 1, indicate that five (5) of the six (6) samples collected were found to be below the analytical detection limit (i.e. none detected). One sample (NA071703ASBMV04) resulted in a concentration slightly above
