In April (4/7/98) construction documents were 100% complete. At that time OEM for the first time requested a category 4 Hurricaine Wall. On 5/26/98 Swanke Hayden, the architects, prepared a Hurricaine Wall conceptional drawing. Silverstein approved this conception drawing on 6/1/98. (Had the Hurricaine Wall concept not been introduced at the completion of the Construction Documents, construction would have probably commenced by early June 1998.)
