7.1a Suitability Of The Site To Provide Cost Effective Operations
The proposed site will afford cost effective, consolidated operations by providing
sufficient space to house both the headquarters and EOC functions in a building designed
to accommodate modem technology. Further, the building’s 15 foot vertical clearance
and 30 foot spacing between structural columns meets MOEM’s demanding
specifications for a properly designed EOC. The new location also provides increased
electrical capacity as well as back-up electrical equipment to guard against interruptions
in the EOC’s operation in the event of a power outage. The proposed site will have
sufficient private and non-private work stations, modem data processing facilities and file
management systems. Additionally, the office will be fully handicapped accessible, is
readily accessible by public transportation or by automobile with limited off-street fee
parking located within the vicinity of the building.
7.1b Suitability Of The Site For Operational Efficiency
The proposed site is suitable for operational efficiency due to its accessibility to both staff
and clients and due to its proximity to City Hall and the offices of many New York City,
New York State and federal agencies. The site is within four blocks of stations on the
Port Authority Trans Hudson line to New Jersey, the 1,2, 3, 9,4,5,6, A, C, E, N and R
subway lines and stops on the Ml, M6, M9, MIO, M15, M22, MlOl, M102, X25, X90
and X92 bus lines. The site also provides easy access to lower Manhattan’s major
thoroughfares and highways including the West Side Highway and FDR Drive.
There are many retail and restaurant alternatives within the immediate vicinity of the
proposed site.
