Description Of Proposal

The proposed acquisition of approximately 46,000 square feet of office space will provide for the relocation of the Mayor’s Office of Emergency Management (MOEM) from its existing facilities at 100 Church Street and One Police Plaza. The existing leased space at 100 Church Street and the City owned space at One Police Plaza will be backfilled by offices of the Mayor and Police Department, respectively.

Existing tenants of the proposed site include Solomon Brothers and the Federal Home Loan Bank of New York. The owner of 7 World Trade Center is Silverstein Properties.

Functions To Be Performed At The Site

6.1 The Mayor’s Office of Emergency Management (MOEM) is responsible for the coordination of emergency responses to incidents requiring a multiple agency response. The proposed site will serve as MOEM’s headquarters and provide office space for its staff; provide an area for the Emergency Public Information Unit’s telephone bank (40-50 telephone stations); and house the Emergency Operations Center (EOC) which is activated during major emergencies and serves as the central command point for the Mayor’s office and up to 50 agencies.

Number Of Employees To Be Located At The Site

6.2 Initially, there will be 45 staff members increasing to 55 within 2 years. When the Emergency Operations Center is activated for major emergencies, as many as 115 persons may be staffing the center during each 8 horn shift. Although the office will be open 24 hours per day, 7 days per week, the majority of administrative and clerical tasks will be accomplished during normal weekday business hours.

Reason For The Proposed Relocation

6.3 MOEM currently shares floor space at 100 Church Street with the Mayor’s office of Operations and Ae Year 2000 Project and vies for administrative, training, and conference areas with these offices. The current EOC site is located at One Police Plaza and, when activated, creates a bifurcated operation that is both an inefficient use of staff and technical resources as well as difficult to administer. The existing sites provide only about 10,000 sf of space which is severely overcrowded and not sufficient for the efficient operation of a fully staffed center. The new site will combine MOEM’s administrative and command capabilities and provide adequate space for efficiS^ C EIV E D administration during emergencies. NOV 51997 CENTRALINTAKE DEPT.
