Dear Ms. Giliberti:
This letter is in reference to SHCA’s request that the Mayor’s Office of Emergency
Management (MOEM) clarify what constitutes an emergency for Silverstein concerns.
The Mayor’s Office of Emergency Management handles emergencies everyday from our
Watch Command. For major emergencies which will require multi-agency coordination, the
EOC will be opened and put into operation.
However, an emergency which requires use of OEM’s back-up generators will only be
when a loss of power in 7 World Trade Center occurs. The back-up generators are only needed
when loss of power occurs due to building malfunction/catastrophe or Con Ed power loss. If
OEM’s back-up generators are in operation, then the rest of 7 World Trade Center will have no
power.
The only exception to this will be for monthly testing which can be performed during
weekends or evenings.
