The referenced capital project encumbrance expenditure is valid in that it conforms to and meets the City Charter and New ’^ork State’s Accounting System Directive No. 4 (ASD#4) definition of a Capital Project. Furthermore, it is justified as a Capital Project encumbrance by at least one of the following reasons:

__ 2. The cost of initial equipment or furniture.
