Attached please find the consultant proposal for security by Vikonics, Inc, dated 0 IZ27,^8 for your review and approval.

A compai'ison of this proposal and the sample proposal given to Vikonics is as follows;

Item#!; Vikonics will not produce a report outlining their design concepts in response to development of a program [ by working with OEM. It appears Vikohics will produce a schematic design directly for your review ami I approval. Vikonics needs to clarify whether their Bill of Materials will also include estimates of I construction costs associated with equipment not supplied by Vikonics. Item #2; ! Vikonics needs to Clarify whether they will provide an outline specification or whether foe Bill of Materials will provide sufficient descriptive security design information for OEM and the SHCA design team to ; review and coordinate foe security equipment. ' Item#3,4,5: Vikonics to clarify that device matrix indicated is a full security hardware schedule. No mention is given to full security specifications describing the required performance, function and intent of systems to be procured; description of work; installation performance and quality; coordination of work by others; eteJ Item#?: Vikonics makes no reference to punchlisting and testing of system. No reference to as-built drawings i provided to OEM at end of project. I This proposal is specifically based upon the fact that Vikonics will be the only bidder and the only security expert onl board to determine whether the design and equipment provided is of acceptable quality in comparison to the accepted bid. Shoind OEM proceed with this course of action, the purchase order should be carefully worded in terms of expected quality, performance, testing, warranly, service contract, etc. '
