Attached: please find the consultant proposal for security by Vikonics, Inc. dated 01/27/98 for your review and approval.

A comparison of this proposal and the sample proposal given to Vikonics is as follows;

Item #1: i Vikonics will not produce a report outlining their design concepts in response lo development of a program I by working with OEM. It appears Vikonics will produce a schematic design directly for your review and approval. Vikonics needs to clarify whether their Bill of Materials will also include estimates of construction costs associated with equipment not supplied by Vikonics. Item it2;. Vikonics needs to clarify whether they will provide an outline specification or whether the Bill of Materials will provide sufficient descriptive security design information for OEM and the SHCA design team to review and coordinate the security equipment ltem/^3,4^5: Vikonics to clarify that device matrix indicated is a foil security hardware schedule. No mention is given to foil security specifications describing the required performance, function and intent of systems to be I procured; description of work; installation p^ormance and quality; coordination of work by others; etc. Item #7:, Vikonics makes no reference to punch listing and testing of system. No reference to as-built drawings provided to OEM at end of project.

This proposal is specifically based upon the fact that Vikonics will be the only bidder and the only security expert on board to determine Whether the design and equipment provided is of acceptable quality in comparison to the accepted bid. Should OEM proceed with this course of action, the purchase order should be carcfiilly worded in terms of expected quality, pjerformance, testing, warranty, service contract, etc.
