V. Scope of Services / Approach TKLP

8. Submission of Documents — TKLP will submit progressively the following documents for approval before significant work is done on the next document; a. Procedures Manual b. Statement of Criteria c. Space Study Drawings d. Basis of Design e. Opinion of Cost

Design Development

1. TKLP will review and comment on CDCSA's comments on TKLP's previous delivery.

2. Revise Basis of Design — TKLP will adjust the previously prepared the BODbased on CDCSA's submission. TKLP will then layout the major distribution of the basis of design's systems on the architectural floor plans. TKLP has assumed that the architect has gone through a reliability analysis of their floor plan documents addressing compartmentation of critical systems, avoidance of water damage, and hierarchy for security. TKLP will develop space layouts formajorequipment rooms. Establish system distribution; prepare details to determine shaft, ceiling space and general service areas for MEP systems.

3. Participation in Reliability Analysis—TKLP will make their project manager, mechanical services engineer, electrical engineer, and security/fire alarm engineer available for two days to attend this meeting.

4. Proj ect Budget — TKLP will prepare a construction cost budget based upon their design development documents. This budget will be based upon historical square foot costs and parameter costs, i.e. cost per ton or per KW. The construction cost budget will be broken down by major disciplines following the CSI code of accounts and by function as pro­ vided by CDCSA. This budget will be just an update, not a new one.

5. Value Engineering Study — TKLP's project director, project manager, mechanical ser­ vices engineer, electrical chief engineer, and fire alarm/security engineer will meet to­ gether to evaluate the design criteria, basis of design, and distribution documentation as a value engineering study. Minutes will be taken of this meeting and each item identified will include impact statements on operating costs, capital costs, risk of outage and repair time.

6. TKLP will revise the design criteria document, the basis of design document and the system distribution documents based upon a single design presentation with the client/ tenant/associated agency that will be attended by TKLP's project director, project man­ ager, mechanical services engineer, electrical engineer, and security/fire alarm engineer.
