Responsibilities As Chief Instrumentation Engineer, Mr. Reed is responsible for the supervision of all engi
neering and design of the instrumentation systems for a project. He is involved with early
conceptual engineering, analysis and development of the following systems: control and
automation; data acquisition; facilities management; security; fire alarm; and voice and data
communications. Throughout all phases of design and documentation, Mr. Reed is respon
sible for concept engineering, design, and in-process quality control for all instrumentation
projects.

Qualifications hardened facility against man-made and natural disasters. Included are a 40,000 SF raised
floor computer room and 20,(X)0 SF raised-floor office space.
U.S. Anny Corps of Engineers, Information Systems Facility, Fort Belvoir, VA
This 92,500 SF computer facility is designed to accommodate 24-hour service for telecom
munications, automation systems, visual information, records management, and printing
and publication. The facility is meant to accommodate an anticipated growth of more than
230 percent in the Fort's requirements.

Expansion and renovation of a 74,500 GSF computer facility located on a 33-acre wooded
site. Included are A/E design and documentation of a two-story office building addition to
house a 52,500 SF cafeteria and renovation of 29,250 SF in the existing MIC for expansion of
the raised floor computer area and Live For Life fitness facility.
Shearson Lehman Brothers, New York, NY
M/E design and construction administration for a 720,000 SF operations center with 120,000
SF of computer area and 260,000 SF of raised floor area for convenient access and flexibility
in electronic/communications distribution. The telecommunications and data communica
tions systems use fiber optics with high redundancy and flexibility at local switching levels.
Backup for the electrical systems is provided by six separate power feeds, a UPS system, and
12 MW auxiliary power available from on-site emergency generators. Water storage tanks
with a 200,0{X) gallon capacity are available to supply the cooling towers in the event of
water failure. Chiller capacity is 4,000 tons. Reject^ heat from the computers and support
machinery heat the almost 600,000 SF of administrative office spaces. Preaction sprinklers
and a dry-halon 1301 full-flooding system provide fire protection.
Sterling Winthrop Inc., Pharmaceuticals Research Division, Upper Providence Township, PA
Master plan, A/E design and construction administration for a 1,500,000 SF pharmaceutical
R&D facility that includes 1,000,000 SF of space for administration. The facility design solu
tion for instrumentation systems included a complete Industrial Process Control (DCS) System
combining data acquisition, control, FDA compliance monitoring, and facilities manage
ment functions. Integration of data with corporate MIS systems allowed for integration of
