Responsibilities Mr. Carpenter joined TKLP in 1969 as a project engineer and has functioned as Project Man
ager, Chief HVAC Engineer, and Director of Mechanical Services. As Senior Engineering
Principal, his role is particularly significant during conceptual phases of engineering for
analysis and development of mechanical-system configurations and arrangements. During
this phase, design solutions can be developed most effectively when balanced with consid
erations for function, operation, safety, cost, and flexibility.
Reason Selected Mr. Carpenter will be the senior engineering designer for the project team. He will help in
for this Project developing master plan and programming engineering issues; provide hands-on leadership
of the design effort; create design solutions that appropriately address aesthetic, environ
mental solutions within budget requirements.
Mr. Carpenter is a part of the team because of his expertise on computer and other high-
technology and energy-intensive facilities. His work on projects and with professional
organizations has entailed environmental optimization, and operational effectiveness as they
impact both energy use in buildings and effective owner start-up and commissioning. Mr.
Carpenter has developed many mechanical systems concepts for computer/office facilities
and has performed extensive analysis of central mechanical plant configurations including
building and site distribution of heating, cooling, water, drainage; and fire safety utilities
required for master planning multi-building facilities. He has also performed detailed en
ergy analyses for both site development and system optimization.

Conrail Corporation, Philadelphia, PA
Full A/E design, documentation, security, and interior design services for a 121,000 SF facil
ity hardened against man-made and natural disasters. Included are a 40,000 SF raised floor
computer room and 20,000 SF raised-floor office space.
U.S. Army Corps of Engineers, Information Systems Facility, Fort Belvoir, VA
This 92,500 SF computer facility is designed to accommodate 24-hour service for telecom
munications, automation systems, visual information, records management, and printing
and publication. The facility is meant to accommodate an anticipated growth of more than
230 percent in the Fort's requirements.
United Airlines, Denver, CO
A 115,000 SF centralized computer center to support UAL's Apollo Airline reservation sys
tem, which is in operation 24 hours a day, seven days a week. All of this space is raised-floor
space: 57,000 SF for computer hardware; 17,000 SF for office functions attached to the com
puter operations; 11,000 SF for miscellaneous support functions; and the remaining 30,000
SF for mechanical and electrical support. The facility is designed with 100% backup for the
mechanical and electrical systems, including a UPS system and emergency power generators.
