Dear Mr. ^arag:

Attached is a copy of my January 30, 1987 letter concerning broke.n sewers and water mains that are spilling water, sewage, and sediment onto the railroad. We received no response.

We have taken preliminary cleanup action in order to clear the tracks of sediment to permit work train use. However unless the City takes action to correct the source problem, the situation will continue to deteriorate.. The problems are at three locations:

1. At West 1^2th Street (between Riverside Drive and the railroad), your Mr. Kachi Nwosu identified the problem as a broken sewer main by inspection on October 24, 1986. Raw sanitary sewage is flowing onto the railroad from an abandon sewer line from Riverside Drive.

2. At West 144th Street, there is constant flow of clear water from the ground east of the railroad, apparently from a broken water main. Mr. Nwosu said he would have the water chemically tested to verify this. This also was in October of last year. ' The water is still flowing and washing.silt onto the railroad. 3. Between West 139th and 140th Streets, storm drainage from Riverside Drive is washing silt onto the tracks in ever increasing amounts. This was also confirmed by Mr. Nwosu during our October 1986 inspection.

Our design work on track and drainage rehabilitation is 75% complete (Attached are plans covering the entire length of the .project). We are about to begin hauling track materials in by rail. We now have a low bidder prepared to start clearing the right-of-way.
