SECTION 4.0: ENVIRONMENTAL CONTROL MEASURES 4.1 GENERAL REQUIREMENTS

Cleanup and recovery activities will be performed in a manner protective of the environment. Activities will also be conducted in accordance with applicable environmental laws and regulations, and will implement generally-accepted practices. Adherence to the environmental control measures will be assured by periodic compliance monitoring.

4.1.1 Environmental Issues and Mitigation Measures

Potential environmental impacts on the WTC project include, or may relate to, dust, vehicle/equipment emissions, noise, unanticipated discoveries, hazardous materials management, hazardous and non-hazardous solid waste management, spills, and stormwater management and sediment control. These potential impacts are discussed further below, along with associated mitigative controls.

4.1.1.1 Dust Control Dust control is a major concern at the site. Field activities have the potential to generate and spread significant amounts of fugitive airborne dust into the surrounding residential communities and business districts. If left uncontrolled, dust may be further spread along transportation corridors to disposal sites. To control and minimize the generation and spread of dust during debris/dust removal, loading, and transport to disposal sites, contractors will follow the conditions in the World Trade Center Emergency Project Dust Protection and Suppression Plan for Post Disaster Search/Rescue, Demolition, and Cleanup (Appendix B). If asbestos is determined to be above the OSHA action level, the plan may be superseded by requirements described in Section 2.5.

4.1.1.2 Vehicle/Equipment Emissions Vehicle and equipment emissions pose a potential threat to workers and the environment. Contractors are responsible for performing regular visual vehicle and equipment inspections to ensure original equipment manufacturer’s air pollution control equipment is installed, functioning properly, and maintained.

4.1.1.3 Noise The contractors will implement noise control strategies to minimize the impact from noise for atypical events (e.g., blasting). Prior to conducting blasting or atypical noise activity, the contractor will notify DDC/Site ES&H Officer in order to provide adequate notice to local residents and businesses.

4.1.1.4 Unanticipated Discoveries If structures, containers, or discolored/odiferous soil are identified, the contractor will immediately stop work, barricade or flag the area, and then notify the EPA Emergency Response Team at (646) 756-3136 and field ES&H representative. The ES&H representative will notify DDC/DEC of the discovery. Work will resume only after the DDC/DEC investigates, takes
