Dear Commissioner McKinney:

OSHA recommends that the required Respirator)' Protection Zone (RPZ) be delineated as follows; 1, Working in, on, or over the rubble pile and 2. During the following task specific operations (cutting steel & loading/unloading trucks with dry debris) anywhere in the controbzone and at the marina loading areas.

Note: This is more protective in some aspects, as our recommendation would cover task specific work in the Winter Garden, Amex, & other buildings on the West side which are currently outside the Green Line & the new Restricted Area.

OSHA worker personal sampling data (over 1000 samples) in, on, over & around the nibble pile & for task specific operations supports this change in usage requirement. In addition, we feel it is inadvisable to require usage where the risk is not established as respirators can interfere with communication, reduce visability, & create a cardio-pulmonary burden.

We continue to support required use in the KPZ & for the task specific operations of a half-mask facepiece with triple combo cartridges (PlOO/acid gas/organic vapor).
