ESTABLISHING A UOTBEJ) INCIDENT COMMAND SYSTEM FOR THE DIRECTION AND CONTROL OF EMERGENCIES IN THE CnW OF NEW YORK

WHEREAS, emergencies, disasters, acts of terrorism, fires, hazardous materials incidents, infrastructure failures, rescue incidents, ■marine emergencies, planned events and major crims events (hereinafter known as “emergencies”), occur that threaten the public health, safety and lives of the citizens of the City of New York;

WHEREAS, it is necessary' that all public safety agencies ‘(Police Department and Fire Department), public health and environmental agencies, and all other 'coordinating and support agencies, operate in a unified and cohesive manner to take actions necessary to control an emergency and care for the victims;

WHEREAS, to facilitate efficient and effective interagency coordination, cooperation and communications, a unified incident command system is desired and is recognized as a national standard for emergency incident management;

WHERE AS, the Incident Command System, recognized as the National. Interagency Incident Management System (NIIMS), sets forth standardized procedures for managing personnel, communications, facilities and resources in a unified interagency manner;

WHEREAS, Unified Incident Command System procedures are used by the Federal Emergency Management Agency and required by the State of New York Governors Executive Order #26 and Occupational Safety and Health Administration, National Wildfire Coordinating Group, and other standards;

WHEREAS, the Incident Command System is an integral part of various emergency management training programs currently taught throughout the nation.;

WHEREAS, it is recognized and recommended by the New York Metropolitan Counter^ terrorism Committee, comprised of City and regional public safety, emergency management, law enforcement, fire service. Emergency Medical Service, public health, environmental, and transportation agencies, that the use of a Unified Incident Command System is required to ensure effective interagency emergency operations; and
