INCIDENT RESPONSE SUB-COMMITTEE

MISSION

...to examine issues and make recommendations related to the timely, coordinated and ^ective initial response and sustained operations by city, county, state andfederal emergency services agencies to address a suspected or actual terrorist attack within the Ci^ ofNew York, with a specialfocus on attacks involving Weapons ofMass Destruction (WMD).

GOALS

■ Develop and advance for implementation a Mayoral Executive Order specifying use of the nationally recognized Incident C' and System by all city agencies and propose notional structures for “Unified Command” under various response scenarios.

* Collect and assess lessons learned from all emergency service agencies resulting from the September 11,2001 response to the World Trade Center Attack. Refine a priority set of discrete issues and formulate recommendations for changes in response protocols, organization, equipment and training.

■ Identify a set of possible terrorist scenarios and war-game these to evaluate the effectiveness of changes recommend as outlined above.

■ Inventory the current level of WMD response capability across all agencies within New York metropolitan region and make recommendations for enhancing these capabilities as required.
