Dear Administrator Kenny,

I am pleased that the NYC Department of Environmental Protection (NYCDEP) was able to provide the US Environmental Protection Agency (USEPA) with assistance in the procurement process related to your Interior Clean-up Program due to commence on September 3, 2002. -— I am deeply concerned however that represetrtati-ons made by USEPA concerning relocation of residents and replacement of furniture through the American Red Cross now seern/to be in peril. It has been conveyed to my staff that the arrangement between USEPA and the American Red Cross has evolved into a series of misinterpretations and mi sunderstandings.

, This is obviously very problematic, as the City and the Federal Emergency Management Agency (FEMA) have been consistently assured by your office that USEPA and the American Red Cross had dealt with the funding issues associated with relocation and replacement.

In attempting to gain public confidence, it is imperative that we be able to meet the commitments made to the Lower Manhattan residents and responsible community.groups. We must ensure that any such commitments be 100% attainable as our credibility is constantly at stake.
