Dear Administrator Kenny:

I am pleased that the NYC Department of Environmental protection (NYCDEP) was able to provide the US environmental protection Agency (USEPA) with assistance in the procurement process related to your Interior Clean-up Program due to commence on September 3,2002. I am deeply concerned however that commitments made by USEPA concerning relocation of residents and replacement of furniture through the American Red Cross now seem to be in peril. It had been our understanding, and that of the Federal Emergency Management Agency (FEMA), that all issues concerning funding and implementation had been resolved, so that relocation and replacement could move ahead. This is critical to ensuring that the Interior Clean-up program can proceed without delay.

I know you agree that maintaining the confidence of residents and community groups is key to our work in helping to restore the economic and social vitality of Lower Manhattan. As such, it is imperative that we be prepared to fully honor commitments made to that community. I therefore ask you to quickly resolve any differences with the Red Cross, and any questions concerning program funding or eligibility.
