Dear Administrator Kenny and Commissioner Ward:
As you know, I convened two meetings at my office in late May and early June regarding the situation at 125 Cedar Street, which has not been allowed to be re-occupied since the September if’ terrorist attacks. All the relevant public and private agencies, tenants, the building owner and local elected officials were invited to these meetings to collectively and cooperatively develop a plan to get the building professionally cleaned and repaired. The express purpose of these meetings was to clean and make these repairs as quickly as possible to enable tenants to return to their homes this fall.
I was assured that the project would move forward expeditiously. Contrary to that assurance, however, progress has been extremely slow and I now request that the project be designated an “emergency” and given the highest possible priority.
More than two months have passed since the last meeting I convened. In June, my office participated in several walk-throughs at the building and follow-up meetings with the tenants and staff of your agencies to develop the specific cleaning procedures. After two months of waiting, the only evidence of progress is the “Draft Cleaning Procedures for 125 Cedar Street”, a document recently released by NYC Department of Environmental Protection which details the scope of work for cleaning the interior of the building. Now the document must be amended and approved, and then go through the bidding process with cleaning contractors. The unfortunate delay in producing an initial plan has ensured that the residents of 125 Cedar Street will mark the anniversary of the terrorist attacks while still unable to move back to their homes and get on with their lives.
