Dear Counsel:

Enclosed is a Preliminary Report from the Federal Bureau of Investigation of an Industrial Hygene Survey at Staten Island Landfill from September 17 through December 5, 2001,

This report was provided in the context of the FBI’s release of approximately 900 vehicles that were part of the criminal investigation of 9-11 WTC.

The City, within the context of a class action lawsuit, is preparing to scrap many of the vehicles, and to return operable vehicles to insurance companies and private owners with a health advisory formulated by DOH and COSH.
