performing the approved activity, and then the person must

immediately leave the area. Dor " (ii) No vehicles other than passenger cars containing two persons

or more, authorized buses, and two or three axle single unit

trucks will be permitted to enter Manhattan via the Holland

Tunnel between 6:00 a.m. and 10:00 a.m. At all other times,

passenger cars containing less than two persons, authorized

buses, and two or three axle single unit trucks will be

permitted to enter Manhattan via the Holland Tunnel. No

vehicles other than passenger cars and authorized buses shall

be permitted to exit Manhattan via the Holland Tunnel. All

passenger cars containing fewer than two persons shall be

prohibited from entering Manhattan via any bridge or tunnel

with an entry point south of 14th Street between the hours of

6:00 a.m. and 10:00 a.m., Monday through Friday. The

prohibition set forth immediately above shall not include:

authorized emergency vehicles; passenger cars with official.

commercial or NYP plates; vehicles carrying medical

personnel; hearses; motorcycles; vehicles with NYC special

parking identification permits for the disabled; medallion taxi

cabs and livery vehicles authorized by the NYC Taxi and
