PROCLAMATION OF A STATE OF EMERGENCY
Date: July 8, 2002
Sec. 1. Pursuant to the powers vested in me by Executive Law §24 and the New
York State Executive Law Article 2-B, I hereby declare a State of Emergency in the five
boroughs of New York City.
Sec. 2. This State of Emergency has been declared because of terrorist attacks on
the World Trade Center causing a great many deaths, injuries and extensive damage to
buildings and infrastructure in Lower Manhattan. These conditions imperil the public
safety.
Sec. 3. During the State of Emergency, the following orders shall be in effect:
i a. All vehicular and pedestrian traffic may be restricted south of Canal
Street, starting on West Street running east to the intersection of Rutgers
Street, and then east on Rutgers Street to South Street in Manhattan, as
detailed on the annexed map.
(i) Persons granted access to sector D on the annexed map in
order to perform services, retrieve property, report news, or
