In addition, the Queensboro Bridge, the north and south outer roadways will be exclusively for two-way pedestrian traffic all day. The Long Island Expressway contra-flow bus lane to the Queens-Midtown Tunnel will operate during the AM peak period (5-10 AM). Access to the bus lane will be extended to all buses (with or without a permit) and medallion taxicabs and for-hire vehicles transporting passengers (regardless of point of origin). The Gowanus Expressway HOV/EZ Pass Lane to the Brooklyn-Battery Tunnel will operate during the AM peak period (5-10 AM). Bay Street, Staten Island, will operate with a reversible lane to provide two lanes in the peak direction between Vanderbilt Avenue and St, Julian's Place. Emergency Response Routes: Reserved Corridors Midtown Manhattan To provide north/south and east/west access for priority vehicles and emergency services through the Manhattan CBD, all commercial and passenger vehicles will be banned from the following corridors from 6 AM until 8 PM: «Fifth Avenue, 23rd to 96th Streets «Madison Avenue, 23rd to 96th Streets «26th Street, First Avenue to West Street »29th Street, First Avenue to West Street « 49th Street, First Avenue to West Street « 50th Street, First Avenue to West Street

Priority vehicles will include medallion taxicabs, for-hire vehicles, buses (school, express, and charter), commuter van services (with New York State DOT permits) and Access-A-Ride vehicles. Motorists will be allowed to enter and exit garages located on any of these arterials by using the nearest cross street. Mopeds, motorcycles, and bicycles will be permitted on these corridors at all times.
