has anyone replied to this yet? If not, 1 will. The reply will be that this is not Public Solicitation, but rather an Emergency procurement which is being offered to a bidder list etablished specifically for this procurement. I'll need a rationalization form BEC to explain the compostion of the bidder. If this has alredy been done while I was out for two days, oh well. please let me know either way.
