Since exposure standards for biological agents do not exist. and because there are a large number of variables effecting the presence and propagation of biological agents in the remains, air, and/or water samples to confirm the presence of infectious agents will not be collected on a routine basis. Should the need arise under specific circumstances, A sampling protocol can be developed to assess worker exposure as well as the presence of infectious agents in debris, air, v^ater or soil.

4.5 OTHER SITE HAZARDS

4.5.1 Helicopter Landing Area

The National Guard is managing the helicopter landing area. This agency will retain operational safety. General safety items for site workers not directly involved with the helicopter landing area include unauthorized personnel should maintain a distance of at least 100 meters from the landing area.

4.5.2 Barge Operations

The transfer of material from barges to trucks is being conducted according to established procedures that are covered under the Operations and Maintenance Plan Fresh Kills Landfill, Volume D, Health and Safety Plan. Because of this, this Health and Safety Plan covering the WTC- related operations will not discuss procedures involved with the transfer of material. Two notable deviations that warrant actions include:

Potential Airborne contaminates related to the material. Exposure to potential airborne hazards will be assessed in a manner similar to work taking place at the sorting operations.

The large volume of rebar present in the material being transferred may pose a hazard that would otherwise not be present. The observed work practice of not having employees in the general vicinity of the transfer operations should provide an adequate level of protection for the potential hazard presented by the rebar.
