New York City Water Board Impact of World Trade Center Attack on Water/Sewer System

Physical Damage to Infrastructure Water main valves ringing the WTC were closed shutting water service inside the perimeter of the site. It is assumed that the water mains and probably the sewers as well directly under the rubble were crushed. A number of water main breaks have been noted (X as of 9/xx) and repairs are being effected when feasible. Sewers outside of the perimeter are working and the West Street interceptor is clear and working. Wastewater Regulators have also observed and were found to be OK as well. DEP will not be exactly sure of the condition of all infrastructure for some time. Sewers that appear to be working upon inspection may be found to have partial collapses or hairline stress fractures that eventually will lead to failure. Assuming that most infrastructure outside the perimeter of the site will not need replacing, our current estimate is that the capital cost of necessary water main and sewer replacement will be less that $5 million. It should be noted, however, that this capital cost will not be borne by the system, but will be reimbursed under Federal FEMA authorizations.

In terms of service, all areas outside of the perimeter of the site are being served with no loss of water pressure or quality being experienced downtown. We do not anticipate any difficulty providing normal service to any areas when they are reoccupied. In terms of municipal government and services, every City agency is back in business, although some have been temporarily relocated.

Asbestos Asbestos was used in the WTC and has been found in the debris and ash in lower Manhattan. Studies show that asbestos can be hazardous when inhaled into the lungs. Scientists believe that limited short-term exposure to asbestos does not present a notable public health hazard. Disease generally is related to persisting exposure over many years. Accordingly, Federal, State and City officials do not believe the asbestos released by the WTC attack and collapse presents the type of public health risk that requires aggressive and extraordinary mitigation. Building owners are being advised to clean the filters on their Air Circulation Systems prior to use. Open water tanks should be drained, flushed, cleaned, and refilled with water from a plumbing system that has been flushed. With respect to debris and ash clean up, owners are being instructed to have the materials tested for asbestos by competent professionals. If no asbestos is found, the clean up can proceed. If asbestos is found, DEP must be contacted. Asbestos or Hazardous Materials staff will review each case and provide instructions for clean up.
