These comments are based on the assumption that the October 2 version of the monitoring plan is being modified and will continue to be changed as conditions warrant.
1) We think that it would be useful to add some language that briefly explains that monitoring data collected since September 11 by a number of different entities has been shared with all the involved agencies and that these data are being considered in the ongoing modifications to the existing monitoring efforts. It would also be helpful, if some language could be added that essentially says there is a decision making process where decisions about moving sites, adding, reducing or eliminating different monitoring efforts is being used.
2) The outdoor air sampling program should coordinate with the indoor sampling plan so that they complement each other, and eliminate the need for additional overlapping monitoring, which may conflict with each other because of different siting, measurement methodologies and sampling frequencies.
3) Is it possible and would it be worthwhile to do CMB analysis on some particulate filters from sites near the WTC to try to determine the relative contribution of different types of sources (smoke plume versus dust) if we see elevated levels of concern?
