Measures would be taken to minimize impact to on wildlife and surface water bodies, to
maintain the water quality of the Lower Hudson Reach. As a result, no significant direct
impacts to critical habitat would be anticipated during the construction or operation of the
project alternatives.
3.3 TRANSPORTATION AND TRAFFIC
Lower Manhattan has an extensive transit network, including 15 subway lines and 21
subway stations [Figure 3-8). Twelve routes serve the segment between Lower
Manhattan and Midtown. Nine of these routes serve the segment between Lower
Manhattan and Brooklyn. Four routes (1, 6, 9 and E) terminate in Lower Manhattan.
Lower Manhattan is only indirectly served by commuter rail service. Commuter rail
passengers arriving at Penn Station or Grand Central Terminal in midtown Manhattan,
Jamaica Station in Queens, or Flatbush Avenue Terminal in downtown Brooklyn, must
transfer to the subway in order to reach final destinations.
Lower Manhattan is served by 11 local and express bus routes, private express buses from the
outer boroughs, and privately funded jitney service. The New York DOT operates a high-
volume passenger and vehicle ferry service fi-om Staten Island to a terminal at South Ferry.
The Port Authority of New York and New Jersey maintains a ferry terminal at the World
Financial Center and the New York DOT maintains a ferry terminal at Pier 11 on the East
River. Both of these terminals are maintained for the provision of ferry services to Lower
Manhattan from Brooklyn and New Jersey by private operatioris. The World Trade Center
was provided service by the following transportation resources:
