Diana, Bob, FEMA management and FEMA's Office of General Counsel have reviewed the May 3.2002 letter from Commissioner Ward. Based on a review of the lette." and the City’s concern over issuing three separate letters, FEMA would like to pursue the following alternative; o The City issued one letter that addresses the environmental, health and economic threat posed by' the debris on the interiors of residential buildings. This letter should be signed by the Commissioners of DEP and DiloH and the Deputy Mayor for Economic Development. The letter should prbvide sufficient facts upon which the City based its conciusory statements regarding adverse environmental, health and safety, ano economic 'mpacts caused by debris/matehal. In addition, the letter should identify the adverse Impacts of the interior debris/materiai. FEMA would ii'ne :o review a draft copy of the letter to provide the City with ary final thoughts or comments before it Is signed. The draft letter can be faxed to Emily Chacon at (212) 687-8987. As you know, the letter and citations mentioned above are necessary to .support FEMA's S78M interior cleaning grant.
