Lower Manhattan Task Force notes - 27 March 2002 Next Meeting - 3 April, 2:30 pm, 100 Gold Street, 2nd Floor, Manhattan Room

Buildings- DOB has a list of approximately ten buildings that have not yet been cleaned and may be suitable for EPA to use for its pilot cleaning project. Ed Gabriel is looking over the list and expects to forward it to EPA Region 2 counsel’s office shortly. EPA will need to arrange access with the building owners. DEP, FEMA, and Landmarks will meet on 28 March to go over procedures and methodology for exterior cleaning. DEP has briefed EDC and expects to brief real estate groups such as BOMA and REBNY in the near future. The area will be divided into three zones with one contractor per zone. Each contractor will have five teams to do the work. Barring no difficulties such as gaining releases from building owners, the work could start in two weeks. Paries - Jake Cooper submitted a list of parks below canal street, their impact level, and clean-up efforts, along with a map. He will update these documents to include playgrounds, GreenStreets, and dates of testing. Washington Market Park was the only park found to have a significant amount of asbestos, which was properly abated by EPA. Mapping/Database - Doug Williamson is trying to map the data we have on indoor air results. He needs to know the types of fields to include in the database. Mike Gilsenan will give him an electronic copy of DEP’s data, which is categorized by Building Identification Number (BIN). DCAS has info on City-owned and leased buildings. It is important to identify buildings for which no-one has any data. Doug will attend the next lAWG meeting and would appreciate any feedback from people on what information they want to have included. He will have a prototype available for next week’s meeting.

Communications (formerly Public Outreach) (Note Time CKangg - Next meeting 12:30 pm, 8 April, 100 Gold St, 2 fl, Manhattan room.) Laurel Blatchford noted that the outreach group had been mainly working with EPA on its press release for the past week.

Hotline -The hotline received 438 calls between 11-26 March, 17-50 calls per day. Ed Gabriel distributed some charts indicating the types of calls (indoor air, environment, cleaning, old hotline, hangups, etc.) and rioted that as we are getting about 19 calls/day that are about environmentai issues downtown, hotline staffing will be reevaluated. More info will be forthcoming at the next meeting.

Health Effects (studies, registry, outreach to health professionals) DOH is compiling an inventory of WTC research projects. A copy of the inventory to date and instructions for adding information were e-mailed to the entire task force. It appears likely that Mt. Sinai will be working with DOH’s Nancy Jeffrey to develop information for broadcast faxes to physicians. David Ippolito noted that all workers tested by OSHA got a letter notifying them of their results and suggesting they see their doctor if appropriate.
