Work shall be performed seven days per week from 8:00 A.M. to 6:00 P.M.

The Project Monitor shall direct and coordinate all services and report all findings to USEPA. All work shall be performed with oversight and under the direction of the USEPA. The scope of this project will be as follows:

1. The Project Monitors shall be responsible for receiving information from the USEPA Hotline, scheduling cleaning-up activities and air sampling with the tenants/owners, asbestos abatement contractors and air monitoring technicians to the various apartments.

The Project Monitors shall be responsible for accessing a secure USEPA Web Site (URL, User name and password shall be provided by the USEPA). The monitors shall be responsible for accessing residential services requested, scheduling clean-up activities and air-sampling with the tenants/owners, asbestos abatement contractors, and air monitoring technicians to the various apartments. The Project Monitor will then supply information on activities within 24 hours back to the USEPA Indoor Air database via the secure USEPA Web Site.

2. The Project Monitor shall post notices in sufficient quantities and at conspicuous locations in the building lobby notifying occupants of the clean up activities within the building. Notices shall be posted at least 3 days prior to the start of clean up activities. The information to be included on the notices shall be provided by the USEPA and shall include at a minimum: Units within the building have been scheduled for participation in the program and information to include other units by calling the hotline.

3. Air monitoring technicians must be on-site during clean-up activities to collect final clearance samples.

4. The Project Monitor shall ensure that the clean up activities comply with the approved Scope of Work The Project Monitor shall ensure corrective actions are implemented immediately and shall have the authority to stop work until all corrective actions are taken.

The contractor is required to maintain an accurate log of activities and staff present. The log must include entry and exit times from the unit. Activities performed within the unit shall be documented at a minimum two-hour intervals. The results of inspections by the Project Monitor and authorized agency representatives shall be entered in the log. The Project Monitor shall review the entries and make appropriate entries after inspections. Information regarding the results of inspections by the Project Monitor and authorized agency representatives shall be reported to the USEPA.

Post Clean-up Air SampUne Procedure must be as followed:

a) Sampling shall not begin until a thorough visual inspection confirms the absence of visible debris. The Project Monitor shall perform all final visual inspections.
