Chris and Bob have made it abundantly clear to EPA that they are the lead and we will act as the procurement mechanism for this initiative. We have only agreed to provide Quality Control (Field Auditing) during the duration of this program. EPA's draft gives on entirely different role and responsibility to our respective agencies. Please ensure that these roles are reversed as per Bob's conversation with the Commissioner at 5:10 p.m., 7/31/02.

As discussed, we are meeting with EPA at 10:45 a.m., Thursday, 8/1/02 to finalize the scope of work. Chris and Bob will meet with Jane Kenny at 4:00 p.m. to ensure the program is ready for lift off.

PS - Please take care of the indemnification letter and right of entry issues as previously discussed to avoid any restriction to the commencement of the program.
