All WTC debris shall be misted and double-bagged. Accumulation ofwater is prohibited. Water misting shall be sufficient to wet the material without water accumulations. After the removal of debris, all surfaces shaU be HEPA vacuumed and wet wiped. Encapsulating agents shall not be applied.
