10. All WTC debris shall be misted and double-bagged. Accumulation ofwater is prohibited. Water
misting shall be sufficient to wet the material without water accumulations. After the removal of
debris, all surfaces shall be HEPA vacuumed and wet wiped. Encapsulating agents shall not be
applied. Once all surfaces have been HEPA vacuumed and wet wiped, a second cleaning shall be
performed. Surfaces include but are not limited to walls, floors, ceilings, ledges, trims and
furnishings.
11. Surfaces that may not be wiped shall be HEPA vacuumed three times or disposed as ACM waste.
Disposal ofresidents personal property may not occur without prior authorization by USEPAand
the owner.
12. A cleaning checklist (to be developed) will be completed by the supervisor at thee completion of
the cleaning.
13. A thorough visual inspection will be conducted by the Project Monitor to verify the absence of
visible dust accumulations. Additional clean-up procedures shall be performed where visible dust
is observed.
14. After successful clearance air monitoring isolation barriers shall be removed in conjunction with the
use of a HEPA vacuum.
15. Air sampling shall be performed by the Monitoring Contractor after the area is free of dust
accumulations as determined by the Project Monitor. Ifthe apartment does not meet the cleanup
criteria of0.0009 fibers/cc(TEM), the apartment will be recleaned at no additional cost and
retested, [additional analytical language required]
16. Any damage or loss to that occurs during cleaning is the responsibility ofthe cleaning contractor.
The cleaning contractor is not responsible for damage or loss caused by the acts ofparties not
involved in the cleanup.
17. All work shall be in compliance with all other applicable requirements ofTitle 15, Chapter 1 ofthe
Rules of the City ofNew York and New York Industrial Code Rule 56. Transportation and
disposal of generated waste shall be in compliance with all applicable rules and regulations.
