Ok - the DOH folks have been working on Q's so we should have most of it answered.
RE: the sidewalk issue. The issue from the community is not who is responsible on a regular basis but more about is there any directive being given to landlords/building owners to do regular (daily?) hosing down the side walks in Lower Manhattan due to all of the dust. Is this something DOS could put out as an advisory even if no new regulations can be issued? There's a certain logic to this request in so far as we keeping saying we're trying all of these dust suppression measures and people say "yeah but all that dust from the street gets sprayed up on the sidewalks so why don't you tell the landlords that their supers have to hose down in front of their buildings?"

Lee, Cleaning sidewalks in New York City is the responsibility of the property owner. For example, in front of an apartment building it would be the building owner. The Department of Sanitation is responsible for enforcing that rule.
