I write to specifically respond, an behalf of the Council, to your regu in your April Zr letter to let you Imow what additional actiot, if any. the Council itttemda to take in response to POH's sited concerns about the• integrity of the Council and sus o$icers, and why the Council should cosntle to be considered a responsible contractor. Firs, however, I would like to describe to you how the Council operates from as organizational point of view. The Council is a multiservice nonprofit organization governed by a board of directors, which both from a legal (i.e. contract) and regulatory position is ultimately responsible for the conduct and affairs of the Council.
