Rochester Study, Project Link, 1999
• Program: Mobile case management teams (24 hr/day, 7 day/wk) linking clients to mental
health and substance abuse treatment post-release, with beds for some dual diagnosed clients.
• Agencies involved: Monroe Co. Dept. Mental Health; Action for Better Community; Ibero-
American Action League; Monroe Co. Clinic for SocioLegal Services; Unity Health System;
Urban League of Rochester.
• Subjects: Referred from police, attorneys, jail, hospitals; not all subjects were confined at the
time of referral. All with mental health diagnoses, most with substance abuse. 46 subjects
studied.
• Results: 46 clients' records were reviewed for one year before entering Project Link and one
year after entering the project.
