SUBJECT: HHC Achievements: 1994 -1999
Since 1994, HHC has been transformed from a heavily subsidized and struggling hospital
system into a profitable and modem health care system, able to compete with any other
health care provider in the City. For example: all HHC hospitals have been fully
accredited; HHC has shifted its emphasis from inpatient services to outpatient health care
and prevention; it has positioned itself to remain competitive in a managed care market
by improving the quality of care while containing costs; it has restructured its affiliation
agreements to provide increased value at reduced cost; and, it has ended each of the last
four fiscal years with a positive accrued balance without any City subsidy.
As requested, measures of our achievements since FY 1994 (unless otherwise stated)
follow.
Quality of Care
• In contrast to earlier years, since 1994, all HHC facilities have been fully
accredited through successive surveys by the Joint Commission on the
Accreditation of Healthcare Organizations (JCAHO).
• The average length of stay for general care declined 30%, from 7.9 days to 5.5
days.
• Waiting times for key health services were sharply reduced over these five years.
For example, the number of days a woman had to wait for a mammography
screening appointment decreased from 22 days in FY95 to 4 days in FY99.
• Since FY94, the number of women receiving initial prenatal care in the first
trimester of pregnancy has increased from 43% of women to 63%.
