At a meeting in early July, the County surprised the City by stating that it would not spend any of City commit an addttloml $So+ the accumulated MOA funds for diversion and demanding that the benefits for Peekskill as million to the project ($25 million in diversion costs, plus $25+ million in the host community). DEP has made it clear to the County that it will abide by its commitments in the MOA, but will not commit additional finds to a diversion project (other than the savings from an avoided upgrade). The County has also recently expressed an interest in a project that would divert all 30 WWTPS in the watershed. Due to the extreme position taken by the County, talks have stalled. From a water quality perspective, DEP believes that diversion of the Yorktown WWTP is desirable.

DEP has received delivery of all I00 Mosquito MagnetsTM contracted for with finding from the NYC Water Board. Ten Mosquito Magnets"4 have been loaned to NYC DOH, DOH has temporarily placed the loaned magnets in the Rockaways. The effectiveness of the magnets varies high by area and wind condition, but certain locations, Broad Channel for instance, report very capture rates. Additionally, DEP continuos to utilize Its own exterminators, along with City-wide a contractors for spraying and fogging at Departmental sites. The Department has also initiated Nile (WNV). Stag throughout the tilting program addressing occupational exposure to West Virus Agency is being made aware ofprotection against WNV, methods of transmission, and identification of the health effects.

Delaware County Fair cutting I attended the Delaware County Fair on Monday August 14, and participated in a ribbon ceremony with Peny Shelton, President of the Board of Directors of the Catskill Watershed Corporation (CWC); and Dick Coombe and Alan White, Chair and Executive Director, respectively, of the Watershed Agricultural Council. DEP shared an exhibit booth with those two organintions. We toured the fair grounds and visited with some farmers and 4-H youth in the livestock pavilions. After the ribbon cutting, Delaware County Sheriff Tom Mills presented me with two defibrillators for use by DEP Police Officers patrolling the watersheds of the Cannonsville and Pepacton Reservoirs, Joining me was Robert Varleur, the new DEP Police Director. Local media covered these events.

Newtown Creek W.P.C.P. Contract NC-30G has been found to be non-responsive for the The bid submitted by John P. Piccone, Inc. / James M. McCullagh Co., Inc. Rules, the Piccone I McCullagh Joint Verne submitted several has appealed this determination to the DEP Agency Head. The Joint Venture opportunity to meet with the First supplements to its original written appeal and was afforded the Contract NC-30 Deputy Commissioner to discuss the appeal on August 30, 2000. Since the award of ii included as a milestone in the Newtown Creek consent degree a final meeting on the appeal will be issued shortly.
