Dear Comptroller Hevesi:

On June 8, 2001, the Department of Environmental Protection issued a sealed competitive bid for the procurement of water meter reading citywide. The DEP has determined that the contract to be awarded through this solicitation is valued at more than $100,000 and will not result in the displacement of DEP employees.

Pursuant to Section 312a of the City Charter, I have enclosed a description of the proposed scope of work, an analysis describing the costs and ,benefits of performing such service with DEP employees, and all supporting documentation.
