NYC 9/11 Public Portal Document

PART 2 URBAN PRINCIPLES 9:20AM to 9:50AM The density and the amount of open space that are both desirable and feasible must be determined, and the zoning strategies and bulk regula- tions that will characterize a new vision of Midtown-West must be artic- ulated. Although this area is considered to be underused, it does have a substantial number of residents for whom it is home. Protection of exist- ing residents will require balance with incentives for the development community. These are the decisions that will be necessary to ensure that Midtown-West makes a pivotal contribution to NYC's future preemi- nence. 9:20-9:35 Should this low-density swath of the West Side Kent Barkwick accommodate construction of an indoor stadium that PRESIDENT can hold up to 100,000 persons and would be suitable Municipal Art Society for the 2012 Olympic Games? A football stadium that would be home for the New York Jets? Should the Javits Convention Center be expanded? A comprehen- sive evaluation of what Manhattan truly needs and can support is called for -- and is discussed by the leader of one of New York's most effective civic orga- nizations -- as redevelopment of Midtown-West pro- ceeds. If more public space and more amenities are added to the Hudson River Park and the Convention Center, will residents of Clinton be overwhelmed by increased density? Can the city take advantage of the last opportunity for a significant public park along the Hudson River north of 34th Street? Is a district of luxu- ry office buildings inevitable? What does New York need and what strategies are recommended? New York City is called upon to provide enlightened strate- gic planning and a vision of the future.

9:35-9:5O New buildings will be constructed and older ones re- Marilyn Taylor used as Midtown-West moves ahead. Pennsylvania PARTNER Station, the Javits Center and Columbus Circle are all Skidmore Owings & Merrill included in this territory. As uses are debated, as questions of urban transformation, of scale and densi- ty, transparency, and open space arise, significant zoning, planning and design guidelines should be adopted. Everything from appropriate materials to the viability of the existing grid will be open to consid- eration. Lessons may be learned from the successes and failures of Battery Park City. What provisions can the city make to enable the design.community to work at their highest capacities and to ensure that Midtown-West evolves into a dynamic component of 21st Century NYC?
