NYC 9/11 Public Portal Document

Confidential areas of the golf course where there would likely be no direct exposur e, especially by children, and that 12 mg/kg would have to be met in all other areas. Subsequent to our agreement with the applicant, they decided that they needed to transfer and process fill materials at the site in order to cut costs. This decision required them to be permitt ed by DEC. DEC reviewed the same materials and ultimately required that a value of 28 mg/kg be met for the fill material to be placed in the fairways and 7.5 mg/kg for areas where children would be potentially exposed. They refused to go higher than the TAGM 4046 guidance values

despite the background testing.

Based on the values found at the comparable sites, especially those found at Central Park, we informed the Parks Department that we though t further investigation is warranted. It is our opinion that we should show the test data to the Department of Health so they could advise us as to the pubic health risk that may attend to exposure at these levels. When they put together all the risk factors; exposure pathway s, time of exposure; probability of ingestion, etc. they may conclude tha t the overall risk is negligible and that further action is not necessary. As a worst case scenario, they may ask that additional testing be conducted in areas where exposure would potentially be the greatest and that some remedial action be selectively undertaken.
