On oin Projects

West Nile Virus EIS: Internal review of the draft EIS chapters is proceeding according to schedule. A revised draft of the "Public Health" chapter will be distributed for internal review chapter next week. A successful meeting to apprise DEC of progress on the "Natural Resources" om of the EIS working draft was held on Monday, February 12. DOH is considering an offer fr the pesticide manufacturers to share information on inert ingredients with AKRF (DOH's consultant) on the condition that DOH itself not have access to the information.

ICevSoan/Conev Island: The draft response to KeySpan will be circulated for internal review this week. KeySpan has still not contacted DEP regarding site investigation protocols.

EDC Projects: MOEC continues to work closely on a number of EDC-managed projects. The most important projects currently being reviewed are the Hunts Point Seafood Market and the High Line.

With regard to the Hunts Point Seafood Market, MOEC recently received a series of draft environmental review documents (a lead agency letter, a positive declaration, EAS and a draft scoping document) from EDC's consultants. We will work with EDC and the proper technical agencies to make certain that these documents, and especially the draft scoping document, are thorough and complete. In our experience, this up-front work will expedite the overall environmental review for this project.

As for the High Line project, EDC is awaiting sign-off from Deputy Mayor Harding before issuing the negative declaration. Deputy Mayor Harding wants to make sure the Mayor is fully briefed before proceeding.

In order to make our interactions with EDC more efficient, MOEC has provided EDC with a model "lead agency" letter to be used for future projects.

MOEC met with EDC this week to discuss the East River Science Park and the African- American Museum/Edison Schools projects. In conjunction with the East River Science Park, MOEC will schedule a meeting with DASNY, DOT and EDC to discuss cumulative effects of the Science Park and City DNA Lab.

EPA Brownfields Grant: MOEC is contacting KeySpan this week to initiate discussions about the MOU and Voluntary Cleanup Agreement for Carroll Gardens. MOEC is awaiting comment on the draft MOU from DCAS and DEP. As soon as these comments are received, MOEC will revise the MOU and submit it to KeySpan. MOEC will also contact DEC informally regarding
