NYC 9/11 Public Portal Document

Mr. Joseph Lhota -2- January 12, 2001

Then last spring, Robert Adamski, Deputy Commissioner of the Bureau of Wastewater Treatment asked me if I wanted to become a Manager. I had been managing the SDES Compliance Unit as well as handling environmental compliance for over two years. I said yes, of course I'd like to become a Manager and be paid for the managerial work I had been doing for over two years.

In early summer, there was discussion of preparing of the promotional paperwork, however, nothing was forthcoming. In July I met with you to discuss exploring other opportunities that could use my background and experience with an appropriate level of compensation.

In the fall, the promotional paperwork for the managerial position of Chief of Environmental Compliance was prepared and finalized for $69,521. This was based on a salary of $57,934 including overtime and a 20% increase. According to DEP managers I have spoken with, promotions in DEP have been based on overtime salary plus percentage. This is not a new instance. There is precedence. (Attachment 6)

My salary without overtime was $50,377, an entry-level salary for people with no experience (Attachment 7). An Assistant Engineer reporting to me who I trained made the same salary I did. lam a REM, CESM with over 16 years of environmental experience in the private sector, as a Consultant and with DEP for the last eight years. During the eight years at DEP I received no promotional increase. However I assumed the responsibilities of the two positions listed in Attachment 3 and 4 for a total of $135,000.

Simultaneously in the fall I was asked if I wanted to spearhead the CEQR project. I agreed with the understanding that I would be on loan for one year and that the paperwork for my promotion would be processed and honored. The paperwork left the agency while I was still at DEP.

I am now told that Vincent LaPadula and OMB sent the paperwork back to DEP because the raise was too high. I was told that the increase would be 10% or a total of $55,000 and that no other employees in the Mayor's office were getting any more.

I believe one should be compensated commensurate with the level of responsibility of the job, a laborer is worthy of his hire. I rest my case.

As you will note, I have enclosed all the documentation for your review. I am asking your help in looking into this and seeking your advice. I am asking to get on your calendar for ten minutes to discuss this and will call your office the week of January 15, 2001 for an appointment. Thank you for your consideration.

Sin ly,

MarY L. ting, R.E.M. > C.E.S. .
