Steps for Return to Occupancy

A. Structural Stability Assessment ** Licensed professional engineers must conduct these assessments • Building structure (examples) • Assess strength and stability • Check impact of fire, flooding • Ensure stability/accessibility of egress stairs • Façade (examples) • Check for unmoored brick, falling parapet, glass • Minor work (examples) • Check broken windows, doors

B. Utility Work • Gas — must coordinate with Con Ed • Ensure restoration of service — approximately 200 buildings with gas turned off require Con Ed integrity test • Electricity — must coordinate with Con Ed • Inspect potential flooding conditions, especially in area of main panel • Check for any exposed wires, damaged fixtures • Water — must coordinate with DEP • Ensure building has potable water for drinking, sewage purposes • Flush all systems (roof tanks, drinking water, waste water), and clean as necessary and appropriate • Steam — must coordinate with Con Ed • Ensure service can be restored when appropriate

C. Hazardous Materials Assessment • Hazardous materials and particulate matter — DEP available to assist and coordinate • Visually inspect interiors, conduct air monitoring and remediation as needed • If hazardous material is detected, licensed contractors must perform appropriate regulatory cleanup

D. Mechanical • HVAC • If hazardous material is detected, licensed contractors should perform appropriate cleanup Mechanical cleaning should begin before interior cleaning, lest the building interior become re-contaminated by the restart of mechanical system

D. Interior Clean-Up • Debris and dust • Remove all non-hazardous debris and dust; for hazardous materials, licensed contractors should perform appropriate cleanup, such as HEPA vacuuming, damp wiping, and wet mopping

E. Communication with Occupants • Education and Outreach • Clearly explain to tenants and building users all procedures and measures taken to prepare building for re-occupancy and prevent re-contamination
