3. Red Zone Security Policy LExempt Agencies) As per the Director of the Mayor's Office of Emergency Management: The following agencies will be allowed into the Red Zone with only their agency ID and a secondary piece of identification OR their agency badges and their picture agency ID. All other personnel on official business will need a Mayor's Office of Emergency Management Blue Pass, the Inner Zone Tan Pass, or the WTC 2001 picture credential with the Red Z. If the Z is punched out, authorization into the Red Zone has been revoked.
