2. ZONES

Effective Friday, November 2, 2001, the credentialing post is a trailer located at the Southwest comer of Nortb. End Avenue and Warren Street.,

.Effective Tuesday, November 13, 2001, at 0800 hours:

> The Blue Passes OR the WTC 2001 Photo ID with a white 'Z' in a red box will continue to represent access to the Red Zone.

> The Tan Passes issued by the DDC will represent access to both, the Red Zone and the Inner Zone.

A. Inner Zone Access Policy

The Inner Zone is the fenced area bounded by Vesey Street on the North, Church Street on the East, Liberty Street on the South and West Street. (see attached map) Access to the Inner Zone will be limited to construction personnel, recovery workers and authorized personnel with Tan Passes issued by DDC.

For this zone three personnel and vehicular access gates have been established at:

• Vesey and West; • Liberty and West; and • Church and Liberty.

The gate at Vesey St. and West St. is for personnel who do not have passes to the Inner Zone but do have extenuating circumstances requiring immediate access. In these circumstances, a temporary pass will be issued at the personnel gate. NYPD, PAPD, FDNY and DDC personnel will be posted at these gates.

Note: Those agencies that need to have personnel in the Inner Zone on a regular basis should submit a request in writing to the DDC command field office for approval.

This request should include:

1. The name of a single credentialing liaison that will be responsible for issuing and maintaining control of the Passes;

2. A list of personnel who need access and the reasons they need to enter the Inner Zone (only staff assigned to work in the Inner Zone should be on this list);

3. The number of temporary badges necessary for staff who do not require permanent access to the Inner Zone. z f z 0 Lo l Ta 7 All requests should be faxed to the DDC Command a~
