1. Operational Policy for Recovery Work on the Debris/Rubble Pile All operations on the Debris/Rubble Pile will be conducted under the oversight of the Unified Command, which includes DDC, FDNY, OEM, NYPD and PAPD. These efforts will be coordinated with all agencies involved in the process of debris removal and recovery. This policy creates a safe, efficient work area while maintaining a high level of respect and dignity for the remains of those who have perished. With this, the WTC Health and Safety Plan shall be followed at all times.

Effective immediately, there will be a Recovery Team that will stand in reserve outside of the debris pile and high traffic areas. The Recovery Team will be comprised of 50 FDNY, 25 NYPD and 25 PAPD personnel and will be divided into units to efficiently cover all sectors of the pile.

DDC and Recovery team safety officers will position spotters in the debris/rubble pile at lea9t 15 ft away from the maximum swing radius of all equipment. When a recovery of a victim or evidence is warranted, the spotter shall request a halt of the excavation through the on site DDC representative. Situations that may warrant this action include, but are not limited to, the discovery of remains, crime scene material such as a black box, and valuables or hazardous materials, emergency situations, etc. NYPD, FDNY, PAPD and DDC supervisors will stop work for a period of time appropriate for the Recovery Team to investigate the surrounding area. Once the Recovery Team has investigated and searched the area and removal is completed, the Recovery Team will return to the staging area for the excavation to resume.
