Giuliani announced an ambitious plan yesterday, asking the federal govern- ment to provide $54 billion worth of incen- tives; tax breaks and direct subsidies to rebuild New York State’s economy, redevel- op Lower Manhattan and help businesses hit hard by the World Trade Center attack. The plan includes tax exempt bonds for developers who want to build office space in the devastated zone, grants to persuade employers to keep their offices in Manhat- tan and a wish list of transportation projects around the state to stimulate the economy and create jobs. One of the pieces least likely to gain traction in Congress is the request to bail out the city and state governments with as much as $12 billion in additional aid to make up for state and city tax revenues lost because of the attacks. ; Both Mr. Pataki and Mr. Giuliani stressed that the extraordinary disaster suffered in New York called for extraordinary meas- ¢ New York Cimes ures. They urged President Bush and federal lawmakers to set aside differences and to attack on America, not just New York, and was intended to cripple the nation’s econ- omy.
